Adds a Wand of Fireballs to the game, as close to rules as written as I could get it

This is a bit different from other "weapons" in BG3, it has no stats or attack abilities
Features:
- Once per long rest, you can attune to the wand
- This can only be done by a spellcaster; any class or subclass that has spell slots
- Attuning will bind the wand to you until long rest
- Attuning can only be done with the wand equipped in the main hand, you can swap it after attunement if you want
- After attuning, the wand will generate 2-7 charges
- Charges are removed on long rest
- Fireball costs 1 charge, upcasting costs an additional charge per spell level (for example, upcasting to 5th level will use 3 charges)
- Fireball can be cast at up to 9th level, and uses the PHB rules (6 meter/20 foot radius)
Missing features from the rules:
- Chance for the wand to break after using the last charge; I intend to do this if I can figure out how
Notes:
- The wand will be sold by Danthelon if you miss it in Act 2
- While the wand is technically from the Dungeon Master's Guide, not the Player's Handbook, I feel the name makes more sense this way
This mod alters the root template for the Wand of Fireballs (not the Crooked Wand of Fireballs) so it will be incompatible with any mod that does the same
