I always felt the T-51b armor you get from Fort Constantine was underwhelming. It breaks super quickly and you can't repair it with anything. Also the effects are pretty tame compared to the Enclave Hellfire suits, even though I understand they are more advanced, the balancing felt weird.
This mod makes a few lore friendly changes that don't alter the balancing of the game too much in my opinion. The helmet now increases perception in addition to charisma and rad resistance. The armor increases carry weight and strength. Both armors also can be repaired by suits of T-45 (Brotherhood armor).
