Adds new weapon grades for HN and Shek and a new powerful bandit faction.

Add new weapons manufacturers to HN and Shek. They are similar to Catun, but different in their own rights. Troops of each nations will wield them, with higher chances to have them the higher level the troop is.
The unique smiths are in Admag and Stack, with their own dialogue and lore. Outside of the respective territories their weapons will be rare, as Catun is still the mainstream manufacturer, but at least HN and Shek don't have to worry about importing weapons or fighting with crap anymore.
The Horned Devils are a new Shek bandit faction composed by rogue elements faithful to a former Esata general, General Stein, who rebelled and formed his own private army after becoming disillusioned with Esata's attempts to covert the Shek into a more peaceful faction. They have a base up north, and are quite powerful, a perfect challenge for seasoned players.
