For people who don't have access to gimp or just want an easy access drag and drop to get texture for helmet, download folder and replace helmetb and riotgearb in your new vegas nvdlc04 texture folder with the helmetb and riotgearb in mod folder, fnv -> data -> textures-> nvdlc04-> nvdlc04riotgearamor is the exact path, should be that simple.
suggest renaming original files as something random to keep as backup in case you have any issues.
