About this mod

Relevel most NPC in vanilla and 3DNPC, rework their Level(PCMuti, Min, Max level), Stats and Class.
Also give them item and equipment they supposed to have.
Improve both gameplay and immersion. No more ridiculously weak NPC, no more "lazy level 1 NPC" with Dremora class, they all makes sense now.

Good day Skyrim traveler!
While traveling through Skyrim, have you ever encountered a well-equipped and imposing group of soldiers?

Suddenly, a bear run out of nowhere. You might think: don’t bother, leave it to the soldiers. However, to your surprise,
with a single swipe of its paw, the bear casually takes down those frail soldiers with only a light touch.

What on earth are these boy scouts doing here? 
Oh my, it turns out they were only level 1.
How are they supposed to fight a war? when they not even on par with the elderly and weak 
untrained civilians?
The vanilla NPC level design, in myopinion, lacks immersion and coherence. Yes, it's designed for gameplay, allowing players to enjoy the game at any level/stage. However, this design can make the later stages become dull and, at the same time, breaks the immersion. 

A level 1 soldiers are just the tip of the iceberg – the original Skyrim is filled with many such design.
So, let's fix that.


What this mod do?
This mod edit a lots of NPCs record (~800 records), primarily aiming to create a more realistic world.
The concept is to provide these NPCs with reasonable statistics based on their backgrounds and character profiles.
It mean rework their Level(PCMuti, Min, Max level), Stats and Class.
Moreover, some NPCs are now also equipped with items that should have; for example, Mages may possess enchanted items, and Priests may have necklaces related to their worship, Warriors wearing more fitting equipment...etc.

Level
Essentially, there won't be any level 1 NPCs anymore except children and some random levellist bandit. As most civilians are around lv4 or lv6 in vanilla, and all guard are lv20, I use this as a standard to decide their level.

for example:
Aela the Huntress, a Nord thief, is one of the elite members of the legendary Companions.
When you see her, she is just lv8, which will be easily crush by a random bandit? legend my ass LOL
Aela the Huntress being a elite Hunter/Archer/Companion/Werewolf, she is now start with lv46 and scale to lv70 with player.
Now she is worthy of the companion's name and you can leave it to her to guard your back.


Systematically, you can think that as there are like...five range I guess:


Semi combat unit may not be formidable warriors, but they can at least wield a bow to protect themselves against beasts. like Hunters.
so now they are lv8-35 with 0.75 PClevelMult and no negative HP/SP/MP offset,
 instead of lv5-15 with 0.5 PClevelMult and -25 negative HP/SP/MP offset in vanilla which make them very very weak...
Most NPC is not a combat units but at least has some skills(like miner or
blacksmith have strength and additional stamina) to defense themselves are in this range. eg. ValdrBolundAlvorGulAslfur



Common combat units are now at least level 10, such as Imperial and Stormcloak soldiers.
EncSoldierImperialTemplate "Imperial Soldier" [NPC_:0001FC5D] is now lv15-50 with 0.85 PClevelMult, expect them to act like a real soldier now.

Vigil of Stendarr at least have level 9, so as the Dawnguard in Fort Dawnguard.


Skilled fighters like all mercenaries and bodyguards are at start at levels 20-35, Jenassa, Amren, Belrand ,Mercenary, Irileth, Jod for instance.
Well, except Erik the Slayer, as he is a newbie, he remain level 10 at min level, yet his max level is increased to show his growing potential.
Most of the NPC is at this range.



Powerful warriors and mages could be start at level 35-45, for example VilkasGalmarFalionIsran, Keeper Carcette , Chief Mauhulakh, all LegateGeneral Falx CariusThey are not nobody, they are experience and skillful in their field.

even Champion of Boethiah get to level 50( Yes, now the quest give you Ebony Mail is not that easy, you really need to defeat a Champion to get it.Ulfric Stormcloak too, he is a hero in his own way, winning the war and kill him is something big.


And those Exceedingly rare powerhouses are all awe-inspiring figures, level 50+
Savos Aren(The Arch-Mage), Miraak
(First Dragonborn), Lord Harkon(Ancient Nordic pure-blood vampire), Arch-Curate Vyrthur(only Uncorrupted Snow Elf)
They are the real Bosses, not some random minions mobs. Challenge them as a true DragonBorn would you?

3DNPC(Interesting NPCs) version is available too.

Class
Additionally, there are more reasonable modifications to NPC classes. Mostly Attribute Weight.
eg. Priest "Priest" [CLAS:00013276] from Health,Magicka,Stamina(1,0,2)per level to (2,2,2); as Priest should have Magicka(to heal sometime) and a normal total point (~6) just like other class.same goes for VendorFood "Food Vendor" [CLAS:00013256], VendorBlacksmith "Blacksmith" [CLAS:00013257], VendorApothecary "Apothecary" [CLAS:00013258] etc.
You get the idea.


Things to note
This mod is Initially intended for personal use, but why not share it? Perhaps someone else might appreciate the concept. So here I am.
Note that this mod may not necessarily be balanced, but within the context, it has its own internal logic and gameplay.


Also this mod works very well with NPCs Learn Skills and Spells, as my mod give NPC level, and level get them skill, spell, perks.
This mod is made before SkyPatcher come up. Check that out if you don't know, it is a very powerful and great potentialal tool.
In the future, I am considering using SkyPatcher to create a more universally compatible version.

This mod is inspired by "NPC Sense - A NPC Stat Overhaul" and "Immersively Strong Warrior NPC's", nice idea. But I did "more" and makes changes focusing primarily on their levels and class rather than statistical values. This is done to better align with the vanilla leveling and class systems or mods like NPCs Learn Skills and Spells.

Install this mod mid game will not work for those NPC you already meet, because their data is written into your save. But you can still use "setlevel 1000,0,X,X" command to reset their level.
