The guards of every hold now store their extra shields and armor in locked basic wooden Guard's Chests. No one will bother to clean out the chests after the civil war, so the original hold armor will just sit there gathering dust.
There is one new chest in every guard house/barracks.
Winterhold doesn't have a barracks so that chest is in the Jarl's Longhouse in a dark corner of the civil war strategy room.
