This ancient Dwemer tower comes in  two forms: a cheat version and non-cheat version.

Location:   
Located on a mountain top outside of Winterhold. 
It is visible on the map and available for travel. 
Can fast travel from inside of tower.

   Enchanting Table

   Storage for each craft (fully loaded in cheat version)
   Staff cabinet (fully loaded in cheat version)
   Standing Stone: The Mage
   A Shrine of Akatosh
   Teleportation book to College of Winterhold

Living Quarters:
    Living Room with seating and fireplace
    Six Mannequis
    Weapon rack
    Staff rack
    Eight beds
    Tavern with vendor
    Small enchanting area
    Clothing locker (fully loaded in cheat version)
    Guard dog: Bran

GENERAL OTHER STUFF:
    Navmeshed for your friend's convenience
    Plenty of Idles to keep your companions busy
