There's a bug in vanilla that makes imposible to loot Falmer Staves at higher level.
This mod prevents Falmer Shamans to have regular destruction staves (the non-falmer base Skyrim versions). ESP-FE

The problem:

On one of my playthroughs, while trying to get the falmer staffs for the Legacy of the Dragonborn display, I noticed that Falmer Shamans were wielding regular destruction staves, I didn't remember if it was normal in vanilla so I ignored it and kept playing. Later when I was high leveled I couldn't find any of the falmer staffs, shamans ony had regular yellow destruction staffs. I used Resetinventory on some shamans like 100 times and didn't got a single falmer staff.
I used SSEEdit to check for a conflict on the falmer's inventory and didn't found any conflicts but I realized that the highest-level record on the falmer shaman leveled list, which is a Dawnguard record (xx015cb0), had a different inventory item list with 3 regular non-falmer destruction staffs.

The solution:

I changed that one leveled item record to match the correct list with falmer staves, tried it on my game and only found falmer staves ever since, not a single yellow destruction staff carried by shamans anymore :)
On my load order the falmer record with wrong staff item (maybe an unused Dawnguard record) was added by LotD but I've merged and edited my plugins so I'm not sure if you get this problem without LotD installed, probably yes since it's all vanilla stuff.

Even if it's all intended the way it was to make the falmer staves rare and hard to get, makes it really difficult to collect all the falmer staves at higher levels and that sucks if you're trying to collect all items for LotD museum, also in my opinion it's not very lore-friendly to encounter falmer using yellow destruction staves instead of the cool falmer versions.
I didn't find a mod on nexus that did this, so I decided to share this simple fix/edit. I hope it helps you like it did for me.
