Requires new version (1.3) of CCR
Either select a blank item from Favorites Menu or select nothing and back out of menu and you will be unarmed.
The only quirk or caveat is when using an aid item while holding a weapon it will make you unarmed, so you to need reselect a gun again, but it will instantly reload gun when you switch back.
Tested with controller.

Recommend using (60fps Instant Speed) Version of Faster Favorites Menu with this.
Console commands and most mods turn off achievements, use Baka Achievement Enabler to enable them again.
