Changes vampire bite cooldown from once per short rest to once per turn/combat. (+optional no cooldown; no cooldownAction; no cost)

Must be installed before you find out about Astarion's vampirism/finish tutorial for Astarion origin.
If Astarion already has Vampire Bite this mod will not work.
The changes are permanent per save file. Uninstalling will not revert it back to short rest.
